I've just stated, that the problem seems to be related rather to C compiler
or other tools used to compile the kernel.
The same problem occures when I compile the kernel with make bzImage
without using kernel-package.
It seems, that the kallsyms doesn't work properly with the newest version of
gcc
After thorough investigation, I've stated that the nm program
generates segmentation fault, when doing
nm -n .tmp_vmlinux1 during the compilation of the kernel.
I ve stated, that this program is part of binutils package, so I've
force reinstallation by
apt-get install binutils --reinstall, and

http://bugzilla.gnome.org/show_bug.cgi?id=344669#c10 the best solution
is to downgrade to 2.14.1, so shouldn't this version be available
somewhere?
I can not find the gnome-control-center 2.14.1 in any debian packages
repository :-(.

I have just tested that on another machina scilab was working.
Then I performed update of the system which upgraded libjrosetta-java
to version 1.0.4-3
After that update scilab was not warking any more as described in the
previous report.

To have the ACL working, I need to remount the particular filesystem

I have found in my system an old Java, that reports its version as a
longer string.
If I start geogebra in that way:
$ JAVACMD=/usr/lib/jvm/java-1.9.0-openjdk-amd64/bin/java geogebra
It starts and runs correctly.
