this issue is real and pretty dangerous to the stability of the system.
fuser -s in version 22.14-1 has a bug, returning the wrong output value.
look at the blog post of maintainer here:

because of this the cron job in php5-common fails to
access (see
http://www.debian.org/doc/manuals/securing-debian-howto/ch-sec-
services.en.html#s-rpc).

wrong, you are right.
ccing also craig, the maintainer of psmisc
but i have experienced many times this week all the daemons on our
server being killed due to OOM (i guess) because of the php5 cron job.
this leaves

Seeking, whether via keys or mouse, dirupts the timing of the subtitles.
I've opened the video file, and the corresponding srt file was automatically
loaded and correctly displayed until I tried seeking, which is when
Output '*:4200' tells us that port 4200 is accepting connections from
anywhere. For other port we can see 'localhost:4201', just like you and
this tells us that connections on port 4201 are accepted only from
localhost.

I believe that we have this issue solved on our unofficial fork. Please
check https://github.com/shellinabox/shellinabox
If I am not mistaken this issue only occurs on Firefox browser. A
workaround, until fixed version is released, would be to use a different
browser.
