My gut tells me this is a permission issue with the new _apt user, but
again, on another system same hardware and same file ownership for all the
apt-related stuff, all is well. Reinstalling the apt package via dpkg did
not help.

31 March 2008, using inews -h, fails with you do not have
permission to post, because the nntp server responds to the
initial post command with a 480
Based on rfc 3977, it may be the Supernews's 480 response code is not
valid to return in response to inew's mode reader command, and thus
there is not really an inews bug here, but a nonconformance on the part
of a major usenet provider. I have also reported this to Supernews.
