Please see the last two entries of that bug, it appears that was not the
intent:

As requested there, I created a separate bug for the issue to track it:
http://bugs.python.org/issue22086

It appears to me that it was not their intent to have it behave that way,
it just got missed.

Bug#729244: ejabberd: New stable version, 13.10 available

Version: 2.1.11-1

The ejabberd package is currently at version 2.1.11-1, according to
http://packages.debian.org/sid/ejabberd. According to
http://www.ejabberd.im/ejabberd-13.10, there is a new stable version,
13.10. I would like to respectfully request the new version.

which is a bug report similar to this one, but for version 2.1.13.
