In result, can't install headers to compile any third party module. I can confirm this bug and both workaround: add double-quote to line 21 and launch with --enable-remote-extensions. That solves the problem.

If I install python-setuptools-whl, apt-get removes python-pip-whl. So I can't install python3-virtualenv neither python-virtualenv.
