reason, the Debian package includes a patch to not install it since it is
mistakenly assumed it is an example binary:

The new python api is installed by enabling BUILD_NEW_PYTHON_SUPPORT
with ccmake, then, make and make install.
The debian package building rules only use the configure script, and the
configure scripts seems to do nothing with the --with-python flag.

I'm not experienced with C programming. The patch I applied just fixes
some include paths, and also includes a patch adapted from Gentoo. I
think I posted a link to the patch in the bugreport comments.
