Upstream is using ssh-dss keys for push, which were no longer accepted after we
upgraded to stretch earlier this month. A manual sync has been forced and the
upstream contacted to update keys.

This has been resolved.
Stage 2 was failing due to rsync timeouts as a result of increased processing
time for non-incremental file lists. The upstream mirror has increased their
rsync timeout and stage 2 now completes successfully.
Our ftpsync script has also been updated.
