I just wanted to mention, that this situation of version-change, from 
luks 1 to luks 2, makes a multi-boot Stretch-Buster impossible - at 
least in my situation.

I had sda1 as /boot, sda2 as encrypted Stretch (luks 1), Grub in MBR and 
installed Buster (I used the XFCE4-installation-CD) encrypted (luks 2) 
to sda3 (all primary Partitions). Now the fact is, that I cannot start 
Stretch on sda2 anymore, not with the installed Grub, nor with any 
"Rescuedisks", or similar...

I had to chroot in Stretch, install Grub from there again and build the 
"initram.img" new, e.g. update it with "dpkg-reconfigure cryptsetup" 
afterwards - now I can start Stretch again, but not at all Buster...

Theres also a second bug about this: after installation of Buster, I can 
see "cryptsetup" as package installed, but I cannot fetch the command in 
a terminal (as root). Neighter "cryptsetup"-command, nor 
"dpkg-reconfigure"-command is available in terminal, even if the 
packages are shown as installed.

But if I use the XFCE4-installation-CD in "rescue/repair-mode" on sda3 
(Buster) as root, these commands are available again...
