The problem is probably within lib/silcapputil/silcapputil.c in function
silc_create_pk_identifier which returns NULL, because
silc_pkcs_silc_encode_identifier returns null, when username is shorter
than three characters (two-character usernames are quite common in our
environment).

most apache packages ship with default file, which is then symlinked
from /etc/apache2/conf.d/ or other.
Creating this single line file in
/etc/horde/apache.conf
and asking user where to symlink it would be a good idea. An old
openwebmail package for example worked like this

the patch you sent is actually reverse (you probably passed the
parameters in the wrong direction).
I would still consider changing the default directory to debian's default
(/var/log/mail.info).
