It is worth looking at bug #948932, which has a patch for a python
problem with hplip-data. It is possible that this patch will resolve

When trying to add a new printer, I receive the error below, and
the printer is not added. Applying the patch allow the printer to be
added.

pcf2vpnc now tries to call cisco-decrypt. However, cisco-decrypt is not
included in vpnc, contrary to the claims made in closing bug #403715.

Here's a patch to fix this problem, though instructions might also be
useful. /usr/share/vpnc needs to be added to PATH.
