I'm observing the same behavior in
openvswitch-2.10.0+2018.08.28+git.8ca7c82b7d+ds1.
The vtep-ctl that is packaged in openvswitch-common is not the compiled binary
but a libtool wrapper.
The fix is easy: Remove the line "vtep/vtep-ctl usr/bin" from
openvswitch-common.install, and the correct
