It is unclear what led to this situation. I have this with one computer 
(Thinkpad X230). Two others work fine in the same network (x250 and T14)

I tried updating wpasupplicant to the latest version, installing all updates 
for system. I use Debian Testing now. But the bug already occured in Stable. I 
changed the security settings in the Wifi router to make use of WPA2/WPA3 mixed 
mode (instead of WPA3 only)
Problem still exists.
Problem solved.
