Bug#794326: openssl debian-arm64 does not enable ARMv8 Hardware Extension by default

Ubuntu wily (15.10) openssl package uses debian-targets.patch, in line 24,

${no_asm} should be changed to ${aarch64_asm}:linux64

For performance reasons on ARM64 Server SoC.

Bug#794326: Performance issue for arm64 libssl.so.1.0.0

Dear Maintainer,

We found the same issue during performance test on Ubuntu 15.10 Wily with
AMD A1100 Seattle SoC (ARM64 arch).

For debian-arm64 arch, please change ${no_asm} to {$aarch64_asm}
