Bug#962934: inkscape package contains a Debug build

I wouldn't have expected active debugging asserts (i.e. a build without
NDEBUG) in a release package. That's the reason why I created this
general bug report.

I'm affected by this crash: https://gitlab.com/inkscape/inbox/-/issues/2418

I also had further crashes but I don't know if asserts caused them and I
don't know if the program would have run correctly without the asserts.
Unfortunately, I can't reproduce these crashes reliably.

The kernel update "4.9.0-6-amd64 #1 SMP Debian 4.9.82-1+deb9u3
(2018-03-02) x86_64 GNU/Linux" didn't fix the problem for my Dell U2415
(connected to AMD Radeon R9 270X).

As a side note: I still have some older kernel version from
stretch-backports on my PC. I tried it with the oldest one of these
kernels. The problem doesn't occur with the kernel "4.12.0-0.bpo.2-amd64
#1 SMP Debian 4.12.13-1~bpo9+1 (2017-09-28) x86_64 GNU/Linux".

Unfortunately, the problem persists with the current version
"4.9.0-5-amd64 #1 SMP Debian 4.9.65-3+deb9u2 (2018-01-04) x86_64 GNU/Linux".

I realized that the kernel I suggested as workaround
(linux-image-4.9.0-3-amd64) didn't completely solve the flickering
problem. However, it made the flickering occur very rarely.

I can confirm that the kernel "4.14.0-3-amd64 #1 SMP Debian 4.14.13-1
(2018-01-14)" from stretch-backports causes no
flickering at all with my Dell U2415.
