Justification: renders package unusable

Dear Maintainer,

I get these error reports in my incoming email:
error: while downloading 
http://secure-testing.debian.net/debian-secure-testing/project/debsecan/release/1/wheezy:
HTTP Error 403: Forbidden

several times a day since 10/27/2016.

I don't get any security reports anymore.
