Bug#567377: lal: changing back from ITP to RFP

Thanks, I keep forgetting about this package. I've been working on Nginx
packaging so I should be in a good place for doing this pretty soon. I'll
reclaim it then. :)

(Intent to Package) to RFP (Request for Package), because this bug hasn't seen
