IDN URLs are encoded in such a way as to be legal, i.e. no _ or other
forbidden bytes,

i know, punycode. Maybe Andrew could let a few extra wetback characters
through, if it won't break anything(?)... perhaps optionally via the .conf file.

Perhaps an error message could say so, instead of truncating it and
trying to get w.

I don't know if _ in domain names are legal or not, but the perfectly
good website http://w_awakening.womenweb.org.tw/ as mentioned on
http://www.facebook.com/pages/tai-bei-shi-fu-nu-xin-zhi-xie-hui/385676613335?v=info
cannot be reached through WWWOFFLE, as WWWOFFLE thinks URL='http://w/',
and there is nothing one can do on wwwoffle.conf to fix it.
