According to Debian Policy section 12.5:

Packages in the contrib or non-free archive areas should state in the
copyright file that the package is not part of the Debian distribution
and briefly explain why.

For packages in contrib/non-free that have a copyright-format 1.0
debian/copyright file, please check that there is a Disclaimer or
Comment header that contains the phrase not part of Debian. This check
should probably be marked as experimental and info level severity.

Here is a package that recently gained one such header:

Here is a package that does not have a header.
