Your -dev package doesn't depend on your lib package. Note that instead
it depends on ${binary:Version} (which means you didn't try to install
the resulting package which is very wrong).

Some other suggestions:

You don't need to include patchsys-quilt.mk or depend on quilt as you
don't use it.

Your Format: URL in d/copyright is outdated.

You should use the symbols system when packaging shared libs.

As this is my first package which contains a shared library I ask for help and 
assistance about
the current state of the package and improvements/adjustments which could or 
should be made.   

The library uses cmake, I currently do use cdbs as build system for the 
package. Currently I've 
split the package into a -dev and a regular package. I still have some lintian 
messages left,
e.g

libcmime-dev: package-contains-broken-symlink
usr/lib/libcmime.so libcmime.so.0.1

Is this something which should be fixed with a lintian override? The -dev 
package refers to libcmime.so.0.1
which is provided by the regular package? 
 
Any help/comments welcome :)
