I generally recommend excluding clearly unsupported architectures to
avoid wasting autobuilder time, but the failure is quick enough, and
kronosnet's build dependencies light enough, that it's not unreasonable
to leave it as is either.

Well, that can be done.  The main problem is not the lack of SCTP on
Hurd (that's an optional feature of Kronosnet), but the lack of epoll
AND kevent.  So Kronosnet will probably not build on Hurd for quite some
time, I guess.  I thought leaving the problem exposed was better, but if
you say otherwise, I'm happy to comply.

accordingly so that Hurd autobuilders don't bother trying to cover
it.  I would specify

giving kFreeBSD the benefit of the doubt (while its autobuilders are
out of commission) because netinet/sctp.h does exist there.
