When the Vcs-* links still point to alioth, instead of keeping the now
broken links, the tracker could point at alioth-archive.d.o instead.

Here is an example of a package that still has alioth Vcs-* fields:

   https://tracker.debian.org/pkg/ion

This is what the VCS field currently looks like:

   VCS: Git[1] (Browse[2], QA[3]) 

   1. git://anonscm.debian.org/collab-maint/ion.git
   2. http://anonscm.debian.org/gitweb/?p=collab-maint/ion.git
   3. https://qa.debian.org/cgi-bin/vcswatch?package=ion

Since all alioth Vcs-* links are dead and can't be cloned but people
using the alioth archive will still need the VCS type, the alioth
Git/etc link should become plain text instead of a link.

Since all alioth Vcs-Browser links are dead and alioth-archive does not
have a replacement, alioth VCS Browse links should be removed.

Since we want a link to the alioth VCS archive tarball for people to
use, an Archive link should be added.

Since the QA link still exists and currently prints a useful error but
could in future analyse the alioth archive tarball or do something else
entirely, the QA link should stay.

So the new VCS field for alioth VCS packages should look like this:
   
   VCS: Git (Archive[1], QA[2]) 
  
   1. https://alioth-archive.debian.org/git/collab-maint/ion.git.tar.xz
   2. https://qa.debian.org/cgi-bin/vcswatch?package=ion
