For the Debian GIS team I'd like to transition to LERC 4.0.0.

The only reverse dependency is tiff and it rebuilds successfully
with LERC 4.0.0 form experimental.

Transition:

  liblerc3 (3.0+ds-1) -> liblerc4 (4.0.0+ds-1~exp2)


The status of the most recent rebuilds is as follows.

 tiff(4.4.0-3)   OK
