That sounds like a good idea. pacstrap also requires a mirrorlist file, which I don't see a point to package in Debian, so putting it in Suggests is a good idea since pacstrap will be a more "advanced" use. It would be perfect to put "Closes: #1016714" in the changelog entry of your new version, so this bug will be automatically closed upon release.
