#1034744 is not a bug but a design choice inside emacsen-common
policy, please look at the thread mentioned at #1034744.
emacsen-commmon must be configured before packages shipping elisp
snippets are configured, but if packages contain more than those
snippets they may be installed without Emacs ittself (emacsen-common
does not pull Emacs or XEmacs and is a very small package whose
installation without {X}Emacs causes no problemas at all). This
(wishlist) report is left open just to be a reference, but I am
tagging it wontfix to make more clear things about it.
