The 00check-network-cable script is currently in /etc/network/if-up.d/,
but it should be in if-pre-up.d/, because it needs to run before the
interface is configured. (Running after configuration defeats the entire
purpose of checking whether a cable is connected.) The script even has a
comment at the top stating
# This script should be installed in /etc/network/if-pre-up.d/
I've confirmed that this breaks the intended behavior when
ABORT_NO_LINK=yes is set in /etc/default/network-test . This issue is
also present in the bullseye version of the package (0.32).
