I can't. Zoneminder is not compatible with latest CakePHP and I have made
the change in favour of bundled CakePHP so that the packaged CakePHP could
finally be updated, no longer being held back by Zoneminder (its only user).

Since upstream is not actively working on migrating Zoneminder to latest
CakePHP code, its bundled outdated (and possibly customised) copy will
continue to be used until situation changes upstream.

Also, please note that outdated CakePHP package was removed from "unstable"
on 2022-12-29 hence what you are asking is not possible without
re-introducing CakePHP as standalone package:
