Some cross-compilers are not available in bookworm, so qemu can't be built:

Since when all these packages has become unavailable?  They're available
for a long time, and for sure available on bookworm and trixie too.

I've an update for qemu for bookworm ready, submitted to 
bookworm-proposed-updates,
which also built successfully (which is quite expected).

Smells like something's wrong on your side.

If you're trying to build stuff on an architecture where these packages
are not available, - either file bugs with gcc, or stop building
arch-all parts of qemu (apt build-dep --no-arch-any).
