I believe it is mostly for documentation purpose so that this TODO is not 
forgotten in
future package updates.

It's not clear to me what the next steps you're asking for entail.

Hi,

The packaged python-pyscss/1.4.0-3 claimed to migrate from PCRE to PCRE2. 
However,
the project has not supported PCRE2 yet [1]. The current migration [2] 
effectively
disabled the PCRE support as shown in build logs.

As a result, we should not claim to have migrated from old PCRE to PCRE2, and we
should enable PCRE2 support in the future once upstream has made the switch.
