Indeed, you're absolutely right.  I completely forgot this dependency.
Uploaded seabios to bpo12 just now after this your bug report, it will
be in NEW for manual processing since it's the first upload to bpo12.

Meanwhile please download and install seabios 1.16.3-2 from testing,
this is just a firmware (bios) binary with no dependencies whatsoever,
and previous qemu will work with it too.  This will let you to install
current qemu.
