Am I understanding you correctly that you mean it violate the "Two
different packages must not install programs with different
functionality but with the same filenames" statement of policy 10.1? It
is not obvious to me that this applies to two packages, one with
/usr/bin/arcstat and another with /usr/sbin/arcstat. What make you sure
it violate policy?

In any case, I guess one way to avoid two binaries in $PATH with the
same name is to move one of them out of $PATH, for example by moving the
zfs binary to /usr/lib/zfs/arcstat. Another way would be to rename it
to /usr/bin/zfs-arcstat. Both approaches would make the Debian location
incompatible with ZFS on other platforms.

While you may move arcstat back to sbin, doing so does not address or
fix this bug. The arcstat command is still being provided (albeit in a
different place) and hence policy is still being violated.

If you want to migrate a zfs-linux upload to testing, you may adjust the
found version to clarify that it already affects trixie and also
periodically update this bug to prevent the autoremover from taking
action.

Yes, please.

Thank you for providing background. Given that zfs-linux was first
uploaded to Debian in 2016, it seems quite clear to me that the command
reasonably belongs to nordugrid. Do we all agree to reassign the bug
back to zfs-linux and have it release the name? If not, please discuss
with debian-de...@lists.debian.org.

Given that this issue is quite old and that forky is still quite in
progress, I don't see any reason to rush any action right now. Having a
civilized discussion and consensus on a long-term solution should be
focus from my point of view.

As a (tentative) solution, we discussed and decided to move arcstat back to
sbin on the zfs-linux side. That would leave the current situation untouched
until maintainers from both sides form a consensus on how to handle this.

We will keep working on this and try to ask for more advice from both users
and developers.

NorduGrid ARC has used the name arcstat since release 1.0. It has been
in Debian since January 2010 (source package nordugrid-arc-nox, later
renamed nordugrid-arc in May 2011).

The command is part of a set of commands, all using the arc prefix:
arccat arcget arckillarcproxy arcresume arcsync
arcclean arcls arcrename arcrm arctest
arccp arched arcmkdir arcrenew arcstat
arcctl arcinfoarcplugin arcresub arcsub
