libuuid1/libuuid1t64 currrently Recommends uuid-runtime.

As I understand it, uuid-runtime is primarily used when generating a
huge number of UUIDs very rapidly on a system, and wanting to ensure
that they can efficiently be generated uniquely.

Recommends is supposed to be used for cases of "packages that would be
found together with this one in all but unusual installations."

I think it's safe to say that it isn't just "unusual installations" that
can do without uuid-runtime; *needing* uuid-runtime is the uncommon
case. And in addition, today we do not install uuid-runtime when
bootstrapping a system (because some part of bootstrapping doesn't
look at Recommends), so many systems end up with libuuid1 without
uuid-runtime, without issue.

I would propose that the relationship on uuid-runtime become a
"Suggests": "This is used to declare that one package may be more useful
with one or more others. Using this field tells the packaging system and
the user that the listed packages are related to this one and can
perhaps enhance its usefulness, but that installing this one without
them is perfectly reasonable."
