I made a package with f90 bindings that conformed to the latest policy and 
used debhelper. I believe it was also lintian clean. I guess I never 
submitted it's location to this bug. It is built with version 3.6.1 of the 
netcdf lib, but it is not based on the current package. It is located at the 
following link:

http://www.penguintechs.org/debian/netcdf/

Please check it out and see if the f90 enabled version can be added to Debian. 
Since lots of f90 code is now being developed in the scientific world, it 
would certainly make it easier to install netcdf if a f90 enabled version was 
available in the package.
