Package netapplet already recommends gnome-system-tools, and as netapplet does not absolutely require gnome-system-tools to work at all, it seems correct for me. Unless it was but has been fixed since version 0.98.0-3, which I can't tell, this was not a bug.
That said, it seems that you have another problem with gnome-system-tools not recognizing Sid, but that should be reported against gnome-system-tools.
