The newvserver command is deprecated. The new command is:
vserver vstest build -m debootstrap -- -d sarge
The -- -d sarge part is needed, otherwise it tries to install the deb31
release

You use a too old version of newvserver. The new newvserver
(in unstable) use vserver ... build to build the vserver.
