Package: wdg-html-validator

When installing wdg-html-validator, I noticed that the package was
depending on wdg-html-reference.  The latter being documentation and
what it is, is not really necessary for providing *any* functionality
for using wdg-html-validator.

        configured unless all of the packages listed in its Depends

        The Depends field should be used if the depended-on package is

this would be a 'wishlist' category policy violation :-).  On a dialup
line, the Installed-Size of 4352K may be a little burden for our users.
