Hi

The vc-svn.el module says the problem itself

$ cat /usr/share/emacs/site-lisp/vc-svn.el

It broke gnus for me (what for it needs vc- modules is beyond
me). Downloading from suggested Emacs repository fixed the problem.

So it will appear in the future versions of Emacs but it is not in
emacs21 (as of 21.4a-1 emacs21-common and emacs21-el). Please consider
including vc-svn.el from the previous version of subversion (or from
the suggested Emacs repository).
