The vc-svn.el module says the problem itself $ cat /usr/share/emacs/site-lisp/vc-svn.el ;; This file no longer lives here, it lives in FSF Emacs. (error "http://savannah.gnu.org/cgi-bin/viewcvs/emacs/emacs/lisp/vc-svn.el is the new canonical location of vc-svn.el, in the FSF Emacs tree.") It broke gnus for me (what for it needs vc- modules is beyond me). Downloading from suggested Emacs repository fixed the problem. So it will appear in the future versions of Emacs but it is not in emacs21 (as of 21.4a-1 emacs21-common and emacs21-el).
