Ok, so that's the answer.  Reassign this to docbook-xml.
It's the package that owns the offending file.

I've already reinstalled everything docbook, including docbook-xml,
and still have the problem.  I don't understand why everybody
running sarge does not have this problem, the one other
person I know who is has the problem.  Maybe it's in the
packaging that leaves an old version lying around or
maybe it does not recommend or require the right ancellary
packages and I don't have everything installed that I should.
