1. Similar reports, albeit not necessarily for empty passwords,
suggest to add
crypt=hash
for the pam_userdb configuration. See, for example,

2. Message #19 from the Fedora forums from above suggests that the
problem appeared after a Fedora FC3->FC4 upgrade. The date of the
whole thread is close to the time of b.d.o/#330829.
