The file /usr/share/man/man3/open_memstream.3.gz is a dangling symlink, the file it points to (/usr/share/man/man3/fmemopen.3.gz) has not been installed, although it exists in the source package (http://ftp.debian.org/debian/pool/main/m/manpages/manpages_2.17.orig.tar.gz).
