Here's some reasoning from a mere user. :-)
To process a user's calendar files, calendar -a forks a child
process with that user's uid, so all what remains to be done is setting
up the appropriate locales, right? The calendar files may be in any
language (e.g. #included system files),

Approriate here means that user's, of course.
