apt-get --purge remove vim-common
apt-get install vim

I had the same problem.
Today I found a stale /etc/vim/gvimrc... I don't have gvim installed
anymore. Deleting that file helped.

Since upgrading to vim 7.0, vim is unable to find its syntax.vim file. When I
type :syn on, it gives the error E484: Can't open file
/usr/share/vim/syntax/syntax.vim. Using ls, I verified that
/usr/share/vim/syntax/syntax.vim doesn't exist,
