I don't know the answer to that question.  I just wanted to provide one 
breadcrumb into the upstream bug tracker.  It's an unrelated issue, but one 
comment reads:

My inclination is to scrap the script(s), frankly. They've always been a pain.

 The PDF v1.6 spec has been out for 2 years, but ps2pdf is still stuck
  at v1.4.
 Is this because there is nothing more to gain in the v1.5  v1.6 specs
 in a blind ps-to-pdf converter?

Even if we provide ps2pdf15 or ps2pdf16, both gs-esp 8 and gs-gpl 8
can't create PDF above v1.4. So it's meaningless to provide these
files at this time.
