Try
# shutdown -t 111 -h
You'll see it certainly does not wait the 111 seconds.
When I try that command, shutdown prints the usage info and complains
that the time argument is mandatory. I assume you didn't tell us
the entire command line you are using. When I test using
Package: sysvinit
Version: 2.86.ds1-14.1
Severity: normal
File: /sbin/shutdown
Try
# shutdown -t 111 -h
You'll see it certainly does not wait the 111 seconds.
