The script asked about this file although I haven't changed it.
Could you change the script so it detects the file isn't changed (although it
wasn't a conffile)?

That sound like a good idea, but I am not sure how to do that. It
only affect those upgrading from 2.86.ds1-16

Why doesn't it affect stable and testing upgrades?
Because the file was added to initscripts without flagging it as a
conffile in version 2.86.ds1-16, and flagged as a conffile in version
2.86.ds1-18. So for those upgrading to version 2.86.ds1-18 or later
from stable or
