It appears that bugs.debian.org. is quietly dropping legitimate bug
submissions.  It also appears that this has been going on for a fair
while (since at least 2006-04-22) and still happening presently
(2006-09-14), though this problem didn't occur in the past (worked
sometime prior to 2006-04-22, not sure of precise date(s)).

The submission, which was apparently transmitted successfully, but
then apparently disappears (doesn't show up in the bug tracking
system, and isn't acknowledged, and no error is returned) was
generated (via script(s)) via:

A nearly identical report was submitted 2006-04-22, no errors returned
in submission, and apparently never showed up in the bug tracking
system.  On 2006-00-14 I submitted updated version of the bug.  After
many hours, and it still not showing in the bug tracking system, I
repeated the attempt, while capturing the data transmission via tcpdump.
I also confirmed (via telnet bugs.debian.org. 25) that there's nothing
funky happening such as ISP filtering/redirects, etc. (the connection
goes through fine and the server is properly identified as expected
debian server).
