This adds unescaping and validation of the path for file and FTP
fetchers.
The file fetcher is broken, but this doesn't seem to break it any
further.

I don't know apt-proxy but as far as I see it uses python-apt's VersionCompare() which then uses DoCmpVersion from apt-pkg, if I'm right the bug belongs to the last one, but maybe the issue is with an outdated python-apt, could you try the latest version ( of python-apt and libapt-* )?
