Note for Lennart: base-files is limited to contain the GPL, /etc/motd,
the /tmp directory, and little more, so it's mainly supposed to be a
static package, not a do-it-all package. Reassigning.

Hi!

Please ship /etc/networks in base-files and include the following
single line in it:

link-local 169.254.0.0

If defined like this tools like "route" will show the string
"link-local" for the IPv4LL route created by packages like
"avahi-autoipd", "zeroconf" or "zcip". The string "link-local" instead
of the numeric 169.254.0.0/24 should be less confusing for users if they
encounter these routes after installing one of the aforementioned
packages.

The network 169.254.0.0/16 for link-local usage is defined in RFC3927.
