Bug#405395: emacs-snapshot: Build dependency on Autoconf needs to be bumped

Yes, that makes sense. I was fooled to believe that autoconf was needed because configure had a more recent timestamp after the build, but that's just because it was changed by debian-rpath.dpatch. And I don't think anyone will ever try to build an old emacs-snapshot tarball either, so there will never be any need to regenerate it.
