Things have moved on a bit now. man-db 2.5.0 introduced general support for UTF-8 manual pages, and I'm about to release 2.5.1 which fixes up some of the corner cases so that I'll be ready to recommend that Debian developers migrate to installing manual pages in UTF-8 in general. As such, aptitude's Czech manual page is now just fine. Daniel, I now recommend closing this bug without action. Sorry for the confusion.
