Yes, there's a shared lib available in Debian:

The preceding project tooLAME, from which TwoLAME has been forked off,
did only provide a CLI executable. The missing library was one of the
reasons for the fork AFAIK and tooLAMe is dead upstream now.
Also, is mad able to decode the output? Or is an output plugin needed

According to the package description for the Debian package, libmad0
is able to decode all three layers of MEPEG-1 audio, i.e. MPEG-1 layer
3 which is created by LAME as well as MPEG-1 layer 2 which is created
by TwoLAME.
BTW, the TwoLAME API has been kept as close as possible to the LAME
API, which should make the creation of a GStreamer plugin rather easy,
since there is allready a LAME plugin available.
Ok, I've written a twolame GStreamer plugin and will commit it to
gst-plugins-bad after the next release in a few days. For lenny+1 we'll
have it ;)
